الخريطة في مرحلتها الأولى ترصد جانب هام من حكم العسكر وهو الاحتلال العسكري للجهاز السياسي والإداري والمالي للدولة. والخريطة مفتوحه وتشاركية. بمعنى إنها مش بتاعة حد. زي ويكيبيديا كده بس على خريطة بحيث كل حد فينا هو صاحب الخريطة ويقدر يضيف ليها ويشارك في رصد حكم العسكر في منطقته أو في شغله. العسكر موجود حوالينا في كل مكان، في الوزارات والمحافظات والمحليات والإدارات والهيئات الاقتصادية والمراكز والقرى والمدن والأجهزة الأمنية والمالية وفي كل مشروعات الدولة حتى النوادي وقرى الأيتام وغيرها.
